I think Bonnie Pink would be an awesome choice for the Japanese Musical Guest of Honour.
1) - She's done several songs that have been used in several Animes.
2) - She's visited Toronto before in 2005 for the Canadian Music Week festival.
( I assume that she enjoyed herself and would be willing to come back.)
3) - She's just all around awesome.

Bonnie Pink is just an awesomely talented and diverse musician/singer/songwriter.
If you don't know her stuff... check it out.
There is a Bonnie Pink song for everyone.
