If you mean metal round buttons as in those buttons with a paper insert, a metal pin back and a clear plastic (mylar) cover that you put together with a button press, I'm pretty sure those fall under Comic Market as "mylar/paper buttons". I do believe ...

Yep, that's right! Some variation of it should exist in any program that allows you to print - the wording might be a bit different, but basically it automatically scales the image down to fit on whatever paper size you've already specified.
