I was thinking about the badges, I realized why they wanted to see the back to prove it was a real badge. But if the person was smart enough when making their
fakes to xerox the back as well you won't be able to tell it's a fake next year.
If your committee is really worried about making sure there are NO counterfeits then I recommend save the money on the back printing and get Foil Stamping on the front corner. A maple leaf or some recognizable shape.

I recommend Holographic Foil or even a Metallics ones since you can't reproduce them with colour prints. The finish would be flat in a copy or the holographic would be distorted (really fuzzy with a glow).
It would cost a bit more but it's the cheapest security check and the people that would be making the counterfeits don't have access to the print technology needed to make the fakes with foils.
